Capacity after normal operating friction
Available hours = cleaners × billable hours × (1 − absence buffer)
Required hours = jobs × cleaner-hours per job × (1 + travel/admin buffer)
Modeled job capacity = available hours ÷ adjusted cleaner-hours per job
The planning bands are tool interpretations, not industry benchmarks: below 70% is “room to grow,” 70–90% is “balanced,” 90–100% is “tight,” and over 100% is “over capacity.” High utilization can still be healthy if routes are predictable, while a lower number can still fail if availability and geography do not line up.
